Basically, the shapes in the circles combined with the color tricks your eyes. When are are not looking at it directly you eye “perceives” movement. Even though it isn’t really moving. It is just an optical illusion. However, if you “phase out”…or unfocus your eyes where everything is somewhat blurry (kind of how you are supposed to do to see whatever is in those pictures you are supposed to stare at forever that I have never seen) then you will notice that nothing moves, because you aren’t focused on one thing.

Thanks for the explanation. I always “see” those hidden picture things. Guess I can “unfocus” enough to do it. This is a cool illusion.
